No Objection Letter, popularly called NOC (No Objection Certificate), is a certificate issued/ granted by the Government of Nepal for Nepalese students to study abroad. 

Obtaining a NOC in Nepal has 2 main steps- one is filling out the No Objection Certificate Application form, and the next is collecting NOC from the Ministry of Education (MOE) Keshar Mahal, Kathmandu. 

To apply, you need authentic documents. The documents you need can differ from course to course and level to level. For instance, if you intend to study health-related courses in overseas universities or colleges, students must pass the common entrance exam conducted by Medical Education Commission (MEC). This common entrance exam is conducted for undergraduate and postgraduate levels. 

NOC can be applied online as well as physically. Lately, applying online has become a trendy option. 

Online Application Process for NOC (No Objection Certificate)

  • When you click “NOC in Nepal” in your browser, an official government portal for NOC will appear. You can either go to the first website that pops up or click here: http://noc.moest.gov.np/
  • The home page of NOC will open.  As you will see readily on the home page, you will have 2 options. First- If you have already registered before, you can go to the Already Registered/ login. We are focusing on people who haven’t registered yet. 
  • If you haven’t registered yet, enter your Phone number and click Proceed. You will receive a 6-digit OTP code on your phone. After inserting the code, you can keep and save your password. 
  • After this, you need to complete your profile. Only then can you apply for NOC. 
  • There are 3 phases of completing a profile. 
    • Email verification
    • Citizenship Setup
    • Passport setup
  • Email Verification:  you must enter your email and verify it is your email. 
  • Citizenship setup: After this, you will enter the main page of NOC, where you must put in your personal, academic and professional details. 
    • Citizenship Number:
    • First name,  Middle name, Last Name
    • Gender
    • Father and Mother Name (Ensure that this detail matches with the citizenship/passport details of your parents)
    • Permanent details based on your citizenship (you need to select this based on options available at the drop-down menu)
    • Street address, Ward Number
    • You need to upload scanned copies of your citizenship and a current photo. Both citizenship and Current photo should be in image format like JPG, PNG etc.
    • Click on confirm and process to the next page.
  • Passport Setup: If you don’t have a passport yet, click that option. Or else, fill in the following details. 
    • Enter your passport number
    • Enter Your Date of Birth (DOB) in AD.
    • Upload the scanned copy of your passport (JPG, PNG format etc.)
    • Click on confirm. 
  • Finally, you will enter an “apply for new NOC” menu. You need to fill in the accurate details. 
    • Select where the country where you got your previous degree (Nepal or abroad)
    • Choose your previous academic degree. There’s a drop-down menu with all feasible options; click the one appropriate for you. 
    • Select the academic faculty of your previous education. Again, there’s a drop-down menu with all available options; you must choose what suits you. 
    • If you have applied for NOC before, enter the old NOC number. If this is your first time applying for NOC, you can leave it/ skip the step. 
    • If you cannot come to collect your NOC or your guardian will have to pick your NOC for you, click on the “Requested by Guardian” option and enter the name and address of the guardian. 
    • Select the country you are applying to. 
    • Select the University/College/ Institute you are applying to.
    • Select the level of study you are applying for. 
    • Select the faculty you are applying for.
    • Select the subject you are applying to.
    • You need to enter the eligibility descriptions (percentage if asked)
    • Upload all the documents asked- migration certificate, academic documents (transcripts or certificates), license, eligibility letter, entrance results etc. (PDF or image format)
    • Upload offer letter/ acceptance letter/ I20/ COE/COA (PDF/ image format). 
    • Upload old NOC
    • Select whether you are applying through Consultancy or Self. Click Proceed.  
  • Check whether all the documents are correct or not. 
  • After this, your application will be submitted.

Eligibility Certificate for NOC

To get an eligibility letter, you must first fill out a form. 

You can find the form here: https://eligibility.mec.gov.np/user/register

  • You will see a signup page as you go through the website mentioned above. You need to fill in the details asked, like your name, number and Email address. Finally, you need to register. You will need an OTP code as well for this.
  • After logging in, the “BASIC PROFILE” Page will open up. You need to enter the basic information: passport-sized photo (jpg, png, jpeg format only), full name, father’s name, mother’s name, grandfather's name, DOB, secondary, phone number, secondary email, permanent address, temporary address, etc. After filling in the details, click save and proceed. 
  • Fill in the guardian information, save and proceed. 
  • Fill in your citizenship details, save and proceed.
  • Fill in your passport details, save and proceed.
  • Enter education details- (Depending on the level you are applying for)
    • SLC/SEE Details
    • +2/ISc Details
    • Bachelor details
  • After filling in this, Apply for eligibility- This could be different depending on your situation. You can either apply for UG Eligibility or Apply for PG Eligibility or Apply for Fellowship or High-Level Training. Enter details of degree/ course, institution, and Bank Voucher. 
  • Click Save. 

Common Entrance Exam for Medical Students

As per the new and recent policy of MEC, every student applying to foreign studies for medical courses must appear on the standard entrance examinations taken by the universities. This exam is held at the bachelor or postgraduate level. 

Medical Education Common Entrance Examination for Bachelor Level Programs: MECEE-BL 2022

Eligibility Criteria

  • Applicants must pass 10+2 in science with a minimum aggregate percentage of 50% or 2.4 GPA. 
  • Applicants with relevant diplomas also need to have a license. 

Important Points

  • Eligible applicants can fill out the online application form via the online portal “https://entrance.mec.gov.np” from 2078 Poush 14 (29 December 2021) to 2078 Magh 20 (3 February 2022). 
  • Students applying for these programs need to appear on this exam-(First-day MBBS, BDS, BSc Nursing, BASLP, B Perfusion Technology), (Second day -BAMS, BNS, BSc MLT, BSc MIT, B Pharm, B Optometry, BPT), (Third day-BPH). 
  • The standard entrance exam question paper will be the same for the programs mentioned in Adobe as first-day courses. 
  • The standard entrance exam question paper will be different for the programs mentioned above as the second-day courses. However, the exam will be conducted at the same time for all the courses simultaneously. 
  • The total marks for all standard entrance exams will be 200 and will last 3 hours. 
  • Students applying for more than one course need to ensure that the times of exams are different and they can appear on both exams. 
  • Students need to pay the charge differently and fill out the different forms for each course.
  • The application fees for the common entrance exam are NPR 4,000 for Nepali applicants and NPR 8,000 for foreign applicants.

Medical Education Common Entrance Examination for Post Graduate Level MECEE-PG 2021

The Common entrance examination for the master-level courses in health-related areas is to begin from 2078/10/08 (22 January 2022). The government has stated that to appear on this exam, applicants must have taken the COVID PCR Test at least 72 hours before the examination date. They should also take the hard copy of the vaccination card with them.

Eligibility

  • Applicants need to pass MBBS or other equivalent health degrees recognized by the government of Nepal.
  • Applicants need to be registered in the respective medical council.
  • Applicants need 1 year of experience except for MDGP or MD/MS in Basic Medical Sciences.
  • Applicants need to score at least 50% in entrance exams conducted by Medical Education Commission.

  • The entrance test paper will have 200 MCQs.
  • The period will be 3 hours.

Where to get NOC in Nepal?

The place to receive a No Objection Letter (NOC) in Nepal is Keshar Mahal, Darbar Marg (near the passport office and Garden of dreams). The details are as follows:

Collecting NOC Letter

After filling out the application form for NOC, you can collect it within 1-2 business days. To collect the NOC, students need to take their application forms.

  • Application form and Document Verification (window no. 2)
  • Revenue Deposit (Window no. 1) (NPR 2,000)
  • Application Registration (Window No. 3)
  • No objection Letter Distribution (Window No. 6)

After getting the NOC, you need to scan if the details in the NOC are correct. In case of any mistakes, you need to correct them on the same day. 

If students are applying for more than 1 subject, level or institute, applicants need to fill out different application forms and pay differently for each level, subject or institute. 

The NOC document is distributed from Sunday to Thursday (Up to 12: 00 O’clock) and from Friday. (Up to 11: 30)

FAQs related to NOC

  • Do I need NOC even if I don’t have to pay tuition fees in foreign universities, or am I going on a full scholarship?

It’s not mandatory. But it is highly recommended. Depending on airline policies, the staff will likely ask for a NOC. So, you must make one copy of NOC regardless of your scholarship or tuition fee status. 

  • How much money should you pay for NOC?

NPR 2,000. You can either use eSewa or fill in the bank voucher and make payment in cash. The number to eSewa the amount is posted on the wall of Keshar Mahal. 

  • If I have studied for a Bachelor of Engineering in Nepal but am going abroad for other courses, do I need an engineering license to apply to NOC?

Yes. Regardless of the program you are applying for; you must present your license. If you haven’t received your license yet, you must attach the document demonstrating that you have applied for a license and are eligible to get it.  

  • Can I apply for NOC without a passport?

Yes!

  • Who can collect my NOC?

Your close guardian-father or mother- can collect your NOC. However, it would be best if you mentioned that while filling out the application form for NOC and fill in the asked details of the guardian who is to receive your NOC.
